Dept. of Peace Ahead of Schedule
In our September issue we featured articles on the current legislative campaign to establish a Department of Peace in our federal government. On September 14 in Washington, D.C. the Bill to Establish a Cabinet-Level Department of Peace and Non-violence (DOPN) was re-introduced into the House of Representatives. The clear highlight of the event was that Senator Mark Dayton of Minnesota indicated he will support the Bill in the Senate–a development that DOPN campaign organizers had not anticipated for at least another year. Then on Sept. 22, he introduced S.1756, calling for an elevation of the Reagan-established “Institute of Peace” to a Cabinet-level position.Speaking from the Senate floor, Dayton said, “If we are to remain the world's leader, and if we are to lead the world into a more secure and more prosperous future, we must become better known and more respected for our peacemaking successes than for our military forces. Peace, to have any lasting value, must be advanced, expanded and strengthened continuously. Doing so requires skill, dedication, persistence, resources, and, most importantly, people.”
A San Diego based grassroots group of over 1200 citizens called Americans For the Department of Peace (AFDOP) is being led by two San Diegans, Christine Elliot and John McNeil, Southern California State Coordinators for the DOPN campaign. Both were in Washington to witness the re-introduction of the Bill (now H.R. 3760) and attend a conference of over 450 people.
This Bill will establish a cabinet level Secretary of Peace whose function will be to present the President with non-violent options for international conflicts and for reducing violence in all its forms in our local communities. It will also establish a sister organization to our military academy, a Peace Academy, where students will follow a four year curriculum of training in techniques for non-violent conflict resolution and after graduation be posted here in the US or overseas.
A similar conference was held a year ago. This year's conference attracted over double the number of people. Last year, participants arranged about 30 meetings with Congressional offices; this year there were over 130 meetings. There are now 61 cosponsors of the DOPN Bill, 10 from California, including two from San Diego County: Congresswoman Susan Davis and Congressman Bob Filner. Constituents from District 52 met with Congressman Duncan Hunter who asked pointed questions and ended by saying that he would consider the Bill further.

Preventing Deadly Conflict Program
From Hurricane Katrina to the War in Iraq, strategies that would prevent deadly conflict have not been pursued. The good news is that people from around the world have launched an international movement to prevent violent conflict.
Learn more about it at the 20th Anniversary program of the San Diego Economic Conversion Council, “Preventing Deadly Conflict: Non-Military Solutions for Global Security” on Friday, October 14, at the University of San Diego Joan B. Kroc Institute for Peace & Justice.
The program includes a noon luncheon ($25) and a free public hearing from 2-4pm with expert testimony on energy independence and conflict resolution. Info: (619) 255-6111 or sdecc@igc.org or on the web at sdecc.igc.org.
The San Diego Economic Conversion Council (SDECC) was founded in 1985 to promote defense conversion and sustainable community economic development in the San Diego region. “What we have to convert in the next 20 years is how we solve problems,” said Director Marcia Boruta. “We need to address the root causes of conflict. It's the moral thing to do, it will make us more secure, and it will cost less in the long run than military solutions.”
A special guest at the public hearing will be Rep. Bob Filner, who started the City of San Diego's economic conversion program in 1990 at the end of the Cold War.

New Talk Radio Channel Kicks off Event on Halloween
A Celebration Kick-off Party was held on Halloween at Seaside Church in Encinitas for the launching of a New Age Talk Radio Channel. World Talk Radio, the world's largest Internet Talk radio station, is opening its doors to the new age in a big way by launching a brand new New Age Talk channel. The station, based in Sorrento Valley, currently airs more than seventy regularly presented quality shows, each one offering a variety of fresh, new content every week.
“We were talking about launching a motivation talk radio channel,” said Mike Ratner, program director for the New Age Talk channel and marketing director for the station, “but we decided to go ahead with the New Age Talk channel first. We put out an announcement that generated a healthy response, so we know there is a lot of interest out there. The station already has a few new age shows that are doing quite well, so we're bringing them together and adding more shows to create a whole new channel with its own separate identity. You'll be able to listen by going to worldtalkradio.com and clicking on New Age Talk, or you can go directly to www.newagetalk.com.
World Talk Radio currently has thirty channels, including American Indian, women's, family and home, gardening, gay & lesbian, music/arts, medical, real estate, writing, horse racing- and much more. These are not just shows, but channels offering multiple shows. “We're also going to bring on a Healthy Life Styles channel,” Mike said. And all the programming can be accessed around the clock, so if you miss a show when it's live you can simply go to the archives and call it up and listen to it.
Operations Manager Paul Johnston is highly optimistic about the station's ability to serve the new age community, not only in San Diego but around the world. “I'd like to invite anyone with any interest whatsoever in enlightenment or alternative thinking, anyone who wants to take another direction, to join us as a listener, as a host, or as an advertiser ,” he said. “World Talk Radio is growing, and will become a focal point and a destination for new age thought as we reach a critical mass where we have enough show hosts with divergent thoughts. You can think of us as a sort of 24-hour encyclopedia of thought, a mall you can visit and sample different shows on demand. We write up a menu of descriptions of all of our shows, so you can find what interests you, click on it and listen at your leisure. And you can do that anywhere around the world, via the Internet.”
The future is here with Internet radio. As Mike said, “It's growing at least three times faster than any other media. Our quality is excellent.” And it's not just audio. The station has the capability to allow hosts to post video clips, brochures, food menus, recipes, anything they want their listeners to have access to. And it can function as an e-commerce engine as well, so hosts and suppliers can offer products of interest—books and tapes, health products, you name it—or sale on the Web site.
To sample viewing a video clip, go to the “About Us” page on www.worldtalkradio.com and click on the special report video clip on World Talk Radio's American Indian Movement Guide, created by Jack Gates at Channel 4 San Diego. You can choose low (dialup), medium (DSL), or high bandwidth (cable). Think what you could do with streaming video as an add-on to your own radio show. The Light Connection may be hosting a show. And you can too! If you've ever thought you might like to be a talk show host, call Mike Ratner now at 858 / 836-0172
